Victims’ Families Stunned by Failure of Air Safety Bill in House

The victims’ families were worried. For months, they had waited for the House to pick up a bill to enact new rules on aircraft that officials have said might have prevented a midair collision over Washington last year that killed 67 people. But the chairman of the House committee overseeing aviation had made it clear he was not a fan of the legislation, called the ROTOR Act.

Families of D.C. plane crash victims ‘devastated’ after safety bill fails by one vote with R.I., Mass. lawmakers absent

PROVIDENCE — The New England families of people killed in the midair collision near Washington, D.C., last year were frustrated and disappointed after a bill they had championed in Congress to try to prevent future crashes failed to advance to President Trump’s desk on Tuesday by a single vote, as blizzard-related travel woes kept local lawmakers from casting votes.

The Rotorcraft Operations Transparency and Oversight Reform Act, or ROTOR Act, would require aircraft nationwide to be equipped with ADS-B technology, which allows aircraft to communicate their positions with more accuracy than standard radar.

The bill fell short of the supermajority needed to pass the US House of Representatives on Tuesday, with a final vote of 264 in favor, 133 against. All of the opposing votes were cast by Republicans, except for one.
