The Pentagon’s contract dispute with Anthropic is part of a wider clash about the use of artificial intelligence for national security and who decides on any safeguards.

The fight between the Department of Defense and the artificial intelligence company Anthropic has ostensibly been about a $200 million contract over the use of A.I. in classified systems.

But as the two sides careen toward a 5:01 p.m. Friday deadline over terms of the contract, far more is at stake.

Amid the legalese and heated rhetoric are questions being asked globally about how to use A.I., what the technology’s risks are and who gets to decide on setting any limits — the makers of A.I. or national governments.

Sam Altman aims to 'help de-escalate' tensions with Pentagon as OpenAI employees voice support for Anthropic

OpenAI CEO Sam Altman told staffers late Thursday that he would like the company "try to help de-escalate things" between rival Anthropic and the Department of Defense.

"We have long believed that AI should not be used for mass surveillance or autonomous lethal weapons, and that humans should remain in the loop for high-stakes automated decisions," Altman wrote in a memo that was viewed by CNBC. "These are our main red lines."

Anthropic has until 5:01 p.m. ET on Friday to decide whether it will agree to give the Pentagon permission to use its artificial intelligence models in all lawful use cases without limitation. The startup wants assurance that its technology won't be used for fully autonomous weapons or domestic mass surveillance of Americans, but the DOD hasn't budged.

The Real Reason Anthropic Wants Guardrails

AI is too powerful and too new to be set free from human oversight.

On Tuesday, in a closed-door meeting, Secretary of Defense Pete Hegseth issued a blunt ultimatum to Anthropic CEO Dario Amodei: Strip the ethical guardrails from your AI models by Friday or face the full weight of the state. The terms of the threat were stark. If Anthropic does not allow the Pentagon “all lawful uses” of its Claude models, Hegseth will invoke the Defense Production Act to compel cooperation, he warned—or, even more devastatingly, designate Anthropic as a supply-chain risk. The latter would effectively blacklist Anthropic from doing business with any entity that touches the Department of Defense.
