“When federal agents are terrorizing our communities and executing American citizens in the streets, we must take action,” said Councilmember Kendra Brooks (At-Large). “With this ICE OUT legislation, we are doing everything within the City’s power to limit ICE activity in Philadelphia. Staying silent is not an option.”

PHILADELPHIA (WPVI) — City Council members introduced a package of bills on Thursday aimed at restricting how Philadelphia agencies interact with U.S. Immigration and Customs Enforcement, marking what the council leaders described as a concentrated effort to control the way ICE operates in the city.
Councilmembers said the seven-bill "Ice Out" package would strengthen Philadelphia's existing Welcoming City policies. While other cities have proposed similar measures, the legislation's co-sponsors, Council Minority Leader Kendra Brooks and Councilmember At-Large Rue Landau, believe this is the most comprehensive set of ICE-related legislation in the country.
"Philly needs to take care of Philly, and that is what we're doing right now," one speaker said during the council session.

A veto-proof majority of Philadelphia City Council members have signed onto the ‘ICE Out’ proposal
The developments prompted Mayor Cherelle L. Parker to make one of her first public comments about Trump’s mass deportation campaign, acknowledging in a statement “the public’s fear of the unknown.â€
All but two of Philadelphia’s 17 City Council members have sponsored a package of legislation aimed at limiting ICE operations in the city, a level of support that could ensure the measures become law even if they are opposed by the mayor.
The 15 cosponsors, confirmed Thursday by a spokesperson for Councilmember Kendra Brooks, indicate a potentially veto-proof majority of lawmakers back the sweeping “ICE Out†effort.
Brooks and Councilmember Rue Landau, the proposal’s authors, on Thursday formally introduced the seven bills in the package, which includes measures that would codify Philly’s “sanctuary city†status, ban U.S. Immigration and Customs Enforcement from operating on city-owned property, and prohibit employment discrimination on the basis of immigration status.
