The Supreme Court delivered two significant immigration victories to the Trump administration, affirming DHS's authority to limit asylum processing claims and terminate Temporary Protected Status (TPS) for hundreds of thousands of Haitian and Syrian migrants.
A liberal-majority appeals court in California handed the Trump administration a victory by blocking a lower court's ruling that ordered the State Department to open its application pool for the 2027 Diversity Visa lottery, which admits roughly 55,000 immigrants from low-immigration countries each year.

The Ninth Circuit has granted an emergency stop to a lower court order requiring the US State Department to reopen its Diversity Immigrant Visa lottery for fiscal year 2027.
The Thursday order from the US Court of Appeals for the Ninth Circuit comes on the same day the State Department had been required by a lower court to announce its registration period for the program and days before it was required to open the 55,000-visa lottery.

Green Card Update: New Fees and Application Changes Coming in November
Foreign investor applicants using the EB-5 immigrant investor program will face higher filing fees and changes to certain application procedures under a new Department of Homeland Security (DHS) rule administered by U.S. Citizenship and Immigration Services (USCIS).
The changes affect investor petitions, certain existing investors, and regional centers participating in the program. The revised fees take effect on November 30, 2026.
The EB-5 visa program allows eligible foreign investors to seek U.S. permanent residence by investing at least $1.05 million in a qualifying business, or $800,000 in a targeted employment area or infrastructure project, and creating at least 10 full-time jobs.
USCIS, an immigration benefits agency, is largely funded by fees rather than congressional appropriations, and DHS said the changes are intended to recover the costs of administering the EB-5 program.
