Jamaica launches health after-action review following Hurricane Melissa
The Ministry of Health and Wellness, in partnership with the Pan American Health Organization (PAHO), has launched a comprehensive Health After Action Review (AAR) in the aftermath of Hurricane Melissa, marking a pivotal step in strengthening Jamaica’s emergency preparedness, response, and recovery systems.
Speaking during the opening session on Tuesday at the Moon Palace Hotel in Ocho Rios, PAHO/WHO Representative to Jamaica, Bermuda, and the Cayman Islands, Ian Stein, expressed deep appreciation for the leadership of Jamaica’s Ministry of Health and Wellness throughout both the emergency response and ongoing recovery efforts.
“I would like to acknowledge, very deliberately, the commitment and courage of Jamaica’s health workers, emergency responders, and public servants, who continue to serve communities under extraordinarily difficult conditions. That dedication is not taken for granted. It deserves to be recognised,” he stated.
CTO Deputy Director, Narendra Ramgulam, Highlights Tourism Role in their Early Recovery at After-Action Review of the Hurricane Melissa
Narendra Ramgulam, the Deputy Director of Sustainable Tourism at the Caribbean Tourism Organization (CTO), represented the Caribbean Tourism Organization at the After-Action Review of Hurricane Melissa in Jamaica, which was facilitated by the Caribbean Disaster Emergency Management Agency (CDEMA). The meeting, facilitated by the Early Recovery Thematic Working Group of the Caribbean Development Partners Group, centered on the lessons learned from the hurricane and the need to move from the response phase to the recovery phase in the Caribbean.
During the discussion, Ramgulam highlighted how Hurricane Melissa exposed the vulnerabilities of tourism businesses and local communities in the Caribbean, especially small tourism enterprises that rely heavily on consistent visitor numbers and often lack the resources to recover quickly from natural disasters. He emphasized the need for sustainable tourism growth to ensure these businesses are more resilient in the face of extreme weather events. Sustainable tourism practices should be at the forefront of recovery efforts, allowing tourism destinations to bounce back stronger, while ensuring environmental sustainability and promoting economic growth.

Utilities still recovering months after storm as new hurricane season nears
Jamaica’s utility sector remains in recovery months after Hurricane Melissa, with electricity, water and telecom services not yet fully stabilised ahead of the new hurricane season.
While restoration has reached near-complete levels (about 99 per cent for electricity and 97 per cent for water), service quality and reliability remain concerns in some areas.
