What Susie Wiles, Marco Rubio, and Stephen Miller Told Me About Trump’s “Donroe Doctrine”

After US forces whisked Venezuelan dictator Nicolás Maduro and his wife out of the country, Secretary of State Marco Rubio struggled to explain why Donald Trump’s administration hadn’t obtained congressional approval for the operation. After all, during a series of extraordinarily unguarded interviews with me for Vanity Fair, Susie Wiles said that Trump would need congressional consent before striking targets on Venezuela’s mainland. “If he were to, you know, authorize some activity on land,” Trump’s chief of staff told me on November 4, “then you’d have to—then it’s war, then Congress.”

Last Sunday, on national television, Rubio disagreed. Not only was congressional approval not required, he insisted, but consulting lawmakers would have jeopardized the security of the mission.

In the hours after President Donald Trump’s decision to launch a strike on Venezuela, observers are calling out a recently-published quote from White House Chief of Staff Susie Wiles — one which seems to run counter to the administration’s actions.

Wiles, in a piece published Dec. 16 by Vanity Fair, was questioned by writer Chris Whipple about the strikes on suspected Venezuelan narco-boats. Wiles defended those strikes.

“I’m saying that this is a war on drugs,” Wiles told Whipple. “[It’s] unlike another one that we’ve seen. But that’s what this is.”

Susie Wiles Told Vanity Fair That Military Action in Venezuela Requires Congressional Approval

The news Saturday that—per President Donald Trump—the US had enacted a “large scale strike against Venezuela and its leader" reminded many that in November, White House chief of staff Susie Wiles told Vanity Fair that an ongoing campaign against Venezuela and its president, Nicolás Maduro, was focused on blowing up boats as opposed to an incursion on the country's soil.

Speaking with VF's Chris Whipple in late 2025, Susie Wiles said that Trump's Venezuela strategy was to “keep on blowing boats up until Maduro cries uncle. And people way smarter than me on that say that he will." At the time of Whipple's article, at least 87 people had been killed in a series of deadly strikes against alleged Venezuelan drug boats authorized by Defense Secretary Pete Hegseth throughout the Caribbean Sea and eastern Pacific.
