CA bill targeting ticket scalpers draws support from venues, criticism from consumer advocates

LOS ANGELES (KABC) — A proposed California bill aimed at curbing ticket scalping is drawing support from independent music venue owners who say it would help protect fans from inflated resale prices, while critics argue it could strengthen the market position of a major ticketing company.

A group of independent music venue owners in Northern California joined Democratic Assemblymember Matt Haney in supporting Assembly Bill 1720, known as the California Fans First Act. Supporters say the measure would address extreme price gouging in the ticket resale market and make live events more accessible to fans.

"Whether I'm on the venue side of the barricade or standing in the crowd, I believe the same thing. The people who create the experience should have a say in making it accessible for the people they created it for," said Chaez Boswell, owner of The Rink Studios.

StubHub’s lobbying expenses have reached an all-time high in California, as the ticket-resale platform has spent millions of dollars over the past few months looking to stop a bill that seeks to place limits on how much concert tickets are allowed to sell for on resale services in the Golden State. 

The company reported nearly $2.6 million in lobbying expenses in California from April to June, per filings reviewed by The Hollywood Reporter. According to the Capitol Morning Report, that makes StubHub the second-largest lobbying spender in the state for the quarter, behind only Pacific Gas & Electric and ahead of the likes of Chevron, Verizon, AT&T and OpenAI. It’s the most StubHub has ever spent on lobbying in any quarter in California, per publicly available documents. Overall, StubHub has spent $3.4 million this calendar year.
